This is a LIMOGES, RED KITE, COLLECTORS PLATE.

Limited 1st edition crafted for Franklin Porcelain by Haviland Limoges france. It originally sold in 1984 for £30.

I bought a pair of these plates recently and have one on the Kitchen Wall.
